Acid3 test results (MSIE 8):
Failed 90 tests. ... Test 27 failed: 'kungFuDeathGrip' is null or not an object ...

Internet Explorer cannot open te Internet site http://1249710947/. The operation completed successfully.
There is something wrong with virtually (no pun intended) every aspect of this error:
Internet Explorer cannot open
It would be able to open if it could download it.
the Internet site
If it's a site, it's on the Internet. If it's on the Internet, it's a site.
http://1249710947/

The operation completed successfully.
Speaks for itself.
